Understanding the budget-based rate structure

IRWD uses a budget-based water rate structure. How much you are charged for the water you use depends on whether you stay within your monthly budget.

Residential and landscape water customers are billed according to four rate tiers:

  • Low Volume: Using up to 40% of your monthly water budget.
  • Base: Using 41% to 100% of your monthly water budget.
  • Inefficient: Using 101% to 140% of your monthly water budget.
  • Wasteful: Using 141% or over of your monthly water budget.

Low Volume and Base rates are considered waste use within your monthly budget, while Inefficient and Wasteful are considered water use over your monthly budget.

Commercial customers are billed based on a similar structure, but with two tiers:

  • Base: Using 0%-100% of their monthly allocated budget.
  • Wasteful: Using anything above 100%.
